Whisk together the all-purpose flour, baking powder, salt, and black pepper in a bowl. Pour in the water and stir until you have a thick, smooth batter.

Fold the conch meat, onion, bell pepper, garlic, and the batter together until the vegetables and conch are evenly coated.

Heat the vegetable oil in a deep pot to 180°C (350°F).

Carefully drop spoonfuls of the conch mixture into the hot oil and fry in batches until the fritters are crisp and deep golden brown, turning once if needed, with no wet batter remaining in the center.
