    Combine the conch meat, onion, bell pepper, and scotch bonnet chili in a bowl.

    In a second bowl, whisk together the all-purpose flour, baking powder, salt, and black pepper.

    Add the eggs and water to the dry mixture and whisk until smooth, then fold in the conch mixture to make a thick batter.

    Heat the vegetable oil to 175°C (350°F) in a deep pan.

    Drop spoonfuls of batter into the hot oil and fry in batches until deep golden and the centers reach 63°C (145°F).
