Method

Mix the all-purpose flour with the salt. Add the water and knead until smooth and firm. Cover and let it rest.

Combine the ground beef, onion, garlic, salt, and black pepper. Stir in the water until the mixture is juicy but still holds together.

Roll the dough into a rope, divide it into evenly sized pieces, and roll each piece into a thin round wrapper with a slightly thicker center.

Place a spoonful of filling in each wrapper and pleat the edges upward to seal.

Bring the water to a full boil in the steamer base at 100°C (212°F).

Arrange the dumplings in a lightly greased steamer tray so they do not touch. Steam until the wrappers are tender and the filling reaches 71°C (160°F).
