Method

Cover the fish with the soaking water and refrigerate for 12 hours, changing the water once or twice.

Drain the salted cod, transfer it to a saucepan, and add the poaching water. Simmer until the fish flakes easily, then drain, cool, remove any bones, and flake it finely.

Heat the vegetable oil in a deep pot to 175°C (350°F).

Combine the all-purpose flour, baking powder, and black pepper.

Stir in the eggs, water, scallion, onion, garlic, scotch bonnet chili, and flaked salted cod to make a thick batter. Taste a small cooked test fritter before adding the salt.

Drop spoonfuls of batter carefully into the hot oil without crowding the pot.

Fry until puffed, deep golden, and cooked through in the center.
