Method

Heat the vegetable oil in a heavy pot over medium heat. Add the onion and cook until deeply golden.

Stir in the garlic and fresh ginger, then add the cumin seeds, cardamom seeds, clove, and cinnamon stick and cook briefly until fragrant.

Add the beef shoulder and brown it on several sides. Add the tomato and cook until it softens.

Pour in the water and add the salt and black pepper. Cover and simmer until the beef is tender.

Stir in the basmati rice and water. Bring to a simmer, cover tightly, and cook over low heat until the rice is tender and the liquid is absorbed.

Rest off the heat for 10 minutes, remove the cinnamon stick, and fluff gently.
