Method

Heat the vegetable oil in a wide pot over medium heat.

Add the onion and cook until soft and lightly golden.

Stir in the garlic and cook briefly.

Add the tomato paste and cook until it deepens in color.

Add the tomato and cook until it breaks down into a thick sauce.

Add the beef shoulder and stir until well coated in the tomato base.

Pour in the water, then add the bouillon cubes, bay leaves, black pepper, and salt.

Bring to a boil, lower the heat, and simmer until the beef shoulder reaches at least 63°C (145°F), rests for 3 minutes, and begins to soften.

Add the carrot and green bell pepper, then stir in the white rice.

Cover and cook on low heat until the rice is tender and the liquid has been absorbed.
