Heat the vegetable oil in a heavy pot over medium heat.

Add the onion and cook until softened, then stir in the garlic.

Add the ground beef and cook, breaking it up, until browned and it reaches 71°C (160°F).

Stir in the tomato, tomato paste, and carrot, and cook until the mixture becomes thick and fragrant.

Add the water, bay leaves, salt, and black pepper, then bring to a gentle simmer.

Add the white rice to the pot and stir once so the grains are evenly distributed.

Cover and cook over low heat until the rice is tender and the liquid has been absorbed.
