Mix the all-purpose flour with the salt. Add the water and vegetable oil, knead into a firm dough, and rest for 20 minutes.

Cook the onion in a skillet over medium heat until it starts to soften. Add the ground beef and cook, breaking it up, until it reaches 71°C (160°F).

Stir in the garlic, green chili, cumin powder, coriander powder, black pepper, and salt. Cook until the filling is fairly dry, then cool.

Roll the dough thin, cut it into strips or circles, and fold around the filling to form sealed triangles.

Heat the vegetable oil to 175°C (350°F). Fry in batches for 3 to 4 minutes, until crisp and golden, then drain.
