    Mix the lemongrass, garlic, black pepper, white sugar, soy sauce, and fermented fish sauce. Add the pork belly and coat it evenly.

    Mix the lemongrass, garlic, black pepper, white sugar, soy sauce, and fermented fish sauce with the ground pork, then shape it into evenly sized flat patties.

    Heat a grill or broiler to 230°C (450°F) and lightly brush it with the vegetable oil.

    Grill the pork belly until browned and at least 63°C (145°F), then rest it for 3 minutes. Grill the ground pork patties until browned and 71°C (160°F).

    Cook the vermicelli noodles until tender, then drain and rinse briefly to stop the cooking.

    Stir the white sugar into the water until dissolved. Add the fermented fish sauce and lime juice, then stir in the garlic, bird's eye chili, and carrot.

    Arrange the romaine lettuce, fresh mint, vietnamese coriander, and cucumber on a platter or in individual bowls.

    Divide the vermicelli noodles among bowls, top with the grilled pork, and serve with the herbs, vegetables, and sauce for dressing each bowl at the table.
