    Heat the vegetable oil in a heavy pot over medium heat. Add the onion and cook until softened, then stir in the garlic and tomato.

    Cook until the tomato breaks down into a thick base.

    Add the red beans, bay leaves, and water. Bring to a rolling boil and boil for 10 minutes.

    Reduce to a gentle simmer, cover partially, and cook until the red beans are nearly tender.

    Stir in the white rice, water, and salt. Bring back to a simmer.

    Cover and cook over low heat until the white rice and red beans are tender and the liquid is absorbed.

    Rest off the heat for 10 minutes, then fluff gently and serve.
