    Mix the fresh parsley, garlic, green chili, and salt. Make a small slit in each piece of grouper and press in some of the mixture.

    Heat the vegetable oil in a wide pot. Add the onion and cook until softened.

    Stir in the garlic and tomato paste and cook until the paste darkens slightly.

    Add the tomato, bouillon cube, bay leaves, black pepper, salt, and green chili and cook until thick.

    Pour in the fish stock and bring to a simmer. Add the grouper and poach gently until it reaches 63°C (145°F), then lift it out carefully.

    Add the carrot, eggplant, green cabbage, and okra and simmer until tender but still intact. Remove and keep warm.

    Stir the white rice into the broth and cook uncovered until most of the liquid is absorbed.

    Cover tightly and steam over low heat until the rice is tender. Rest for 10 minutes.

    Serve the rice topped with the fish and vegetables.
