Combine the all-purpose flour, active dry yeast, and salt.

Add the water and vegetable oil and knead until smooth. Cover and let the dough rise until slightly puffy.

Cook the ground beef until browned and it reaches 71°C (160°F).

Add the onion and cook until softened, then stir in the garlic.

Season with the salt, black pepper, and chili powder. Cook until fairly dry, then cool.

Roll the dough thin, cut into pieces, add the filling, fold into triangles, and seal firmly.

Heat the vegetable oil to 180°C (350°F). Fry until deep golden and crisp, then drain well.
