    Heat the vegetable oil in a heavy pot over medium heat.

    Add the onion and cook until softened, then stir in the garlic and green bell pepper.

    Add the tomato, okra, and tomato paste and cook until the mixture thickens slightly.

    Add the conch meat, fresh thyme, bay leaves, fish stock, hot sauce, salt, and black pepper. Bring to a gentle simmer.

    Cover and cook until the conch is tender when pierced, extending the simmer if necessary.

    Mix the all-purpose flour and baking powder in a bowl, then stir in the water to make a soft dough.
