    Heat the annatto oil in a heavy pot over medium heat.

    Add the onion and green bell pepper and cook until softened, then stir in the garlic.

    Add the chicken thigh and cook until lightly browned on the outside.

    Stir in the tomato paste and cook until it darkens slightly and smells sweet.

    Add the white rice and stir until the grains are coated with the seasoned oil.

    Pour in the chicken stock, then add the carrot, green peas, salt, and black pepper.

    Bring everything to a gentle boil, then reduce the heat to low, cover, and cook until the white rice is tender, the liquid is absorbed, and the chicken reaches 74°C (165°F).

    Remove the pot from the heat, scatter over the culantro, cover again, and let the rice rest briefly before fluffing and serving.
