Method

Refrigerate the salted cod in the soaking water to remove excess salt.

Drain the fish, place it in the cooking water, and simmer until it flakes easily and reaches 63°C (145°F). Drain, cool slightly, and shred it finely.

Combine the all-purpose flour, baking powder, onion, scallion, garlic, and black pepper.

Add the egg and water to make a thick spoonable batter, then fold in the salted cod.

Heat the vegetable oil to 180°C (355°F). Fry spoonfuls of batter in batches until golden and cooked through, turning as needed.
