Method

Mix the all-purpose flour with the salt. Add the water and knead until smooth and fairly firm. Cover and let it rest.

Combine the ground beef, onion, garlic, salt, and black pepper. Mix in the water so the filling remains moist during frying.

Divide the dough into evenly sized pieces and roll each piece into a thin round.

Place filling on one half of each round, fold over, press out excess air, and seal the edges firmly.

Heat the vegetable oil to 175°C (350°F). Fry the hand pies in batches, turning once, until crisp and golden.

Drain briefly and verify that the filling has reached 71°C (160°F) before serving.
