Preheat the oven to 180°C (350°F) and line a baking tray with parchment.

Mix the almond flour, almonds, white sugar, orange zest, and baking powder in a bowl.

Add the honey and vanilla extract, then stir in enough water to form a thick, moldable dough.

Shape the mixture into short logs or oval biscuits and place them on the tray with a little space between them.

Bake until the biscuits are set and lightly colored, about 16 to 18 minutes.
