    Whisk the all-purpose flour with the water and eggs until just combined, then fold in the green cabbage and scallion.

    Lightly coat a skillet with the vegetable oil and heat it over medium heat. Spoon in enough batter for a thick pancake and arrange pork belly over the top.

    Cook until the underside is browned, turn carefully, and continue cooking until the center is set and the pork belly is fully cooked. Repeat with the remaining batter.

    Brush with the tonkatsu sauce, drizzle with the Japanese mayonnaise, and finish with the nori seaweed and bonito flakes.
