Method

    Heat the vegetable oil in a pot over medium heat. Add the onion and cook until golden, then stir in the garlic and turmeric powder.

    Add the lamb shank and brown lightly. Pour in the water and bring to a boil, then reduce to a gentle simmer.

    Season with the salt and black pepper, cover, and cook until the lamb shank is very tender.

    Steep the saffron threads in the hot water.

    Bring the water to a boil. Add the salt and soaked basmati rice and boil until partly cooked. Add the fava beans near the end, then drain.

    Layer the basmati rice with the fresh dill, dot with the unsalted butter, drizzle with saffron infusion, cover, and steam until fluffy.

    Serve the dill rice with the lamb shank and its cooking liquid.
