    Combine the white sugar and water in a saucepan and bring to a gentle simmer until the sugar dissolves and the syrup is lightly sticky.

    Stir in the cardamom powder and rose water, then keep the syrup warm without boiling.

    Mix the milk powder, all-purpose flour, and baking powder in a bowl.

    Rub in the ghee, then add the whole milk and mix gently into a soft dough.

    Shape the dough into smooth small balls, making sure there are no cracks.

    Heat the vegetable oil to 150°C (300°F).

    Fry in batches, turning often, until evenly deep golden and cooked through while keeping the oil near 150°C (300°F).

    Transfer the hot dumplings to the warm syrup and soak for at least 30 minutes before serving.
