    Simmer the potato in the water until tender, then drain well.

    Poach the cod gently in the water just below a simmer until it reaches 63°C (145°F). Lift it out and flake into large pieces.

    Melt the unsalted butter over medium heat, add the onion, and cook until soft but not browned.

    Stir in the all-purpose flour and cook briefly, then gradually whisk in the whole milk and simmer until thickened.
