Mix the all-purpose flour and salt in a bowl. Add the lukewarm water and knead until firm and smooth. Cover and let the dough rest.

Combine the ground beef, ground pork, onion, garlic, fresh coriander, black pepper, and salt. Stir in the cold water a little at a time until the filling looks loose and juicy.

Roll the dough out and cut it into rounds. Spoon filling into each round, gather the edges into pleats, and pinch tightly to form dumplings with a top knot.
