    Combine the all-purpose flour, baking powder, and salt in a bowl. Rub in the unsalted butter until the mixture looks sandy, then add the warm water and knead until smooth. Cover and let the dough rest.

    Divide the dough and roll it into thin rounds. Place a little filling on each round, fold over, and press the edges firmly to seal.
