Method
Follow each step in order. Ingredient names are highlighted as you go.

Mix the all-purpose flour, baking powder, and salt in a bowl.

Rub in the unsalted butter until the mixture looks sandy, then add the egg and water and knead just until a smooth dough forms. Cover and let it rest.

Cook the ground beef in a pan over medium heat until it starts to brown and it reaches 71°C (160°F).

Add the onion, green bell pepper, and garlic, then cook until softened.

Stir in the tomato paste, paprika, black pepper, and salt. Cook until thick and fairly dry, then cool.

Roll out the dough, cut rounds, and place some filling on one half of each round. Fold over and press the edges closed firmly.

Heat the vegetable oil to 175°C (347°F).

Fry the turnovers in batches until deeply golden and crisp, then drain well before serving.
