    Garlic Chives (finely chopped)

    Soy Sauce

    Whisk the white rice flour, tapioca starch, salt, and water until smooth. Stir in the garlic chives.

    Brush a shallow heatproof tray with the vegetable oil, pour in the batter, and steam at 100°C (212°F) until firm all the way through, about 15 to 20 minutes.

    Let the steamed cake cool until easy to handle, then cut it into squares.

    Heat the vegetable oil in a skillet over medium heat and pan-fry the pieces until golden on both sides and hot through.

    Stir together the rice vinegar, soy sauce, white sugar, garlic, and birds eye chili until the sugar dissolves.

    Serve the rice cakes hot with the dipping sauce.
