    Bring the water to a boil in a steamer. Steam the glutinous rice until partly tender.

    Mix the rice with the coconut milk and salt, then steam again until fully cooked and sticky. Cool until safe to handle.

    Heat the vegetable oil over medium heat. Cook the shallot until softened, then add the garlic and stir until fragrant.

    Add the dried shrimp, chili paste, palm sugar, and coconut milk. Cook until thick and no longer wet.

    Soften the banana leaves over heat. Spread rice on each piece, add filling, and fold into tight parcels.

    Grill over medium heat, or bake at 200°C (392°F), until the leaves are lightly charred and aromatic.
