In a heavy pot, layer the onions, green cabbage, potato, carrot, and tomato, tucking the beef shoulder and pork ribs between the vegetables.

Scatter the garlic over the pot, then season with the paprika, salt, and black pepper. Tuck in the bay leaves.

Pour in the water, cover tightly, and bring the stew to a very gentle simmer.
