    Combine the red rice and water in a heavy pot and bring to a gentle simmer at about 95°C (203°F).

    Cook until the red rice is mostly tender and much of the liquid has been absorbed.

    Add the whole milk, cinnamon stick, and salt, and continue cooking at about 90°C (194°F), stirring often so the milk does not catch.

    When the rice is very tender and the mixture looks creamy, stir in the white sugar, unsalted butter, raisins, and cardamom powder.

    Simmer gently until the pudding thickens to a soft spoonable consistency.
