Method

Combine the cowpeas—peas such as black-eyed peas—with the water and onion in a saucepan and bring to a boil.

Reduce the heat and simmer until the cowpeas are nearly tender but still hold their shape.

Stir in the white rice, hot water, onion, garlic, bouillon cube, and salt.

Return the pot to a gentle boil, then cover and cook over low heat until the rice and cowpeas are tender and the liquid has been absorbed.

Remove the pot from the heat and let it stand, covered, so the rice finishes steaming.
