    Soak the saffron threads in the hot water until the color blooms.

    Mix the all-purpose flour, baking powder, white sugar, cardamom powder, and salt in a bowl.

    Add the eggs, rose water, saffron infusion, and water and whisk into a thick batter. Stir in the sesame seeds.

    Heat the vegetable oil to 175°C (350°F).

    Drop spoonfuls of batter into the hot vegetable oil and fry until puffed, deep golden, and cooked through.
