    Combine the water with the potato, onion, tomato, garlic, and bay leaves in a pot and bring to a gentle simmer.

    Add the grouper and cook gently until the fish reaches 63°C (145°F), flakes easily, and the potato is tender, about 12 to 15 minutes.
