Method
Follow each step in order. Ingredient names are highlighted as you go.

Combine the all-purpose flour and the salt. Add the water and knead until smooth and firm. Cover and let it rest.

Mix the ground beef, onion, cumin powder, coriander powder, black pepper, and the salt until evenly combined.

Roll the dough thin and cut it into small squares. Place a little filling in the center of each square, then fold and seal the dumplings tightly.

Arrange the dumplings in a lined steamer so they do not stick. Steam over simmering water for 20 to 25 minutes, until the wrappers are tender and the ground beef reaches 71°C (160°F).

Heat the vegetable oil in a pan over medium heat. Add the garlic and cook briefly, then add the tomato sauce, the water, the salt, and the fresh coriander. Simmer until lightly thickened.

Stir together the plain yogurt, the garlic, dried mint, and the salt until smooth.

Spread some yogurt on a serving platter, arrange the dumplings on top, spoon over the tomato sauce, and serve the rest of the yogurt alongside.
