    Combine the all-purpose flour and the salt. Add the water and knead until smooth. Cover and rest the dough.

    Heat the vegetable oil in a pan over medium heat. Add the leek and scallion and cook until softened. Season with the salt and black pepper, then let the mixture cool.

    Roll the dough thin and cut it into circles or squares. Spoon in the leek filling and seal the dumplings carefully.

    Steam the dumplings over simmering water until the wrappers are tender and the filling is hot all the way through.

    Heat the vegetable oil in a pan over medium heat. Add the onion and cook until golden.

    Add the ground beef and cook, breaking it up, until it is browned and reaches 71°C (160°F). Stir in the garlic, tomato paste, cumin powder, coriander powder, black pepper, and salt.

    Add the water and simmer until the mixture becomes thick and spoonable.

    Stir together the plain yogurt, the garlic, dried mint, and the salt.

    Spread the yogurt on a serving platter, arrange the dumplings over it, then spoon the meat sauce on top and serve at once.
